I recently got a new SIM card for my phone, and since installing it the mobile data hasn't worked and the WiFi will not turn off. Today I spoke to my provider (EE) and they resolved the data problem, but they said the WiFi is a handset issue even though it worked fine with my old SIM.
I go into settings to disable the WiFi, and it stays off for about 2-3 seconds before coming on again by itself. Even the flight and low battery modes don't deactivate it, and the drain on battery life as it constantly searches for a network is getting annoying.
I have restarted the phone many times and experimented with all the options in Settings > WiFi > Advanced to no avail. I hope someone on here might be able to shed some light on this.

if it works on safe mode then it's a third party causing the WiFi issue, not a preloaded app but an app that you downloaded at some point, perhaps viber or an app like that, you won't be able to load the widget until you restart your phone (off safe mode).

A SIM-card should not affect the Wi-Fi. Even when you do not have a SIM-card inserted, you should be able to turn Wi-Fi ON or OFF, could you try without the SIM-card?
Safe mode made the problem go away. I was a little suspicious because the new SIM coincided with Avast sending me emails showing the location of the phone. It turns out that changing the SIM meant the antivirus automatically logged my phone as stolen and kept the WiFi on to track its location. I've added the new SIM to the trusted list and the problem has been solved. Thank you both!
One final thing though: since using safe mode my homescreen clock has been replaced with a red box saying
'Could not load widget
com.sonymobile.clock.HS
WhiteDigitalClock'

I solved my original problem by tracking down the app and fiddling with its settings, but I have restarted out of safe mode (twice to make sure) and still no clock.
Glad to hear that you could find the cause of this! 
Regarding the clock, are you able to remove it if you long press it and drag it to "Remove"? If yes, try to remove it and add it again. You can find the clock if you long press at an empty space on your home screen > Widgets & apps > Clocks.
