Hello,
I am trying to add apps to my Z3+ device remotely, via play.google.com
I cannot see/get to add my device to the list of registered devices. No idea what to do to fix this.

Aha! Well that confirms one of my suspicions:
That the issue is a bug on the device. I think its not registereing itself properly/correctly onto the Google Android activation servers correctly when you first enter in your Google account details.

You could always remove the account and then add it again, however you will likely loose data doing so. I have the Xperia Z3+ and have no issues with my device showing in the Play Store.
I am using a Single SIM variant. When you access the Playstore from the handset directly can you download content?
I had the same problem but a recent update using Sony PC Companion fixed it. The update is 28.0.A.8.251. After it updated, I loaded up Google Play on my Z3+ and it asked for terms and conditions acceptance. Afterwards, my phone showed up in my desktop web browser in Google Play.
Try updating to 28.0.A.8.251 see if this resolves your issue.

I'm not sure when. The information I found out about the update is from Xperiablog. I'm in the US by the way.

I have the exact same problem with my Z3+. I did contact Google about it and after trying a bunch of different tricks to reregistre the device they pointed back to that it has to be a device problem.I beleive thet as it has been solved for some people by a firmware update. But I'm running the latest firmware and still have the problem.
