Mobmeter -charge rate

My grz 515 g stays at about 0.11w during most processes.
My wife has a new toshiba equium a60 156 and was running disc clean up and her charge rate got to 28w...is this normal???

I would say this about right for a Sony system with a fully charged main battery, my PCG-K115B gives a reading of 0.07W with MobileMeter.
