Please where exactly can I download the bluetooth for my Sony Vaio VPCEB1J1E?

there is a blue tooth icon somewhere in the start menu but i suspect the actual program is not pre-installed?

I would check the specifications that came with your Vaio to check if your Vaio has the necessary bluetooth radio hardware to connect by bluetooth.  There is no mention of bluetooth being included here on the Vaio website: -

If you do not have the hardware, downloading software will not work and you will need to buy a small USB bluetooth dongle.  These are very inexpensive these days:
