I and a friend have the Sony 48WD650 TV that was upgraded not long ago and we realized the teletext still having great issues. Both have the same issue and but I will attach a photo of my tv latest system data and a clip showing how bad it reacts. Take note that is says that it have the latest system upgrades. Please help!

The link shows a 2nd update method using a USB stick, which is the recommended way to update whenever the TV fails to see the update using the built-in feature.

Manual solved it but it's still not normal when its automatic upgrade settings didn't do what was supposed to do.

You're not currently on the latest software version, it shows 8.213 on your TV, while the latest is 8.219. Try the steps in the update link then check if you still have the same issue.

Whoops, sorry for not giving enough details!
When I said "fails" I meant that the TV can't find it, which basically means it hasn't "rolled out" to your TV over the OTA (Over the Air) feature yet. Which happens a lot, especially if the TV wasn't connected to the Internet during the rollout period.
Tthis happens a lot and is pretty much par for the course nowadays, which is why manual updates are available for most things that support updating in general.
