Short answer is no - The C6903 does support 4G the C6902 is 3G only

Its very unfortunate that the Indian Customers of Sony Xperia Z1 are offered an inferior product with inferior specifications. 

The only justified action from Sony should be to offer a free replacement and enable 4G on C6902. Honda and other companies recall cars after making an error. This may cost very Sony dearly if consumers were to raise a complaint in Comsumer courts in india.

It is impossible to enable 4G at C6902 because 4G/LTE need a specific hardware modem and that modem is not available in C6902.

So you can't use 4G at all at C6902.
