I don't see possibility to take phone number on black list.

How to do this in 5.1.1 on xperia z3c ?

Hi,

In our Xperia models, you can send an incoming call (if you have that number added as a contact) to the voicemail and they will not be able to reach you. Check the following link for further information about this:
http://support.sonymobile.com/global-en/xperiaz3compact/userguide/Restricting-calls/

But unfortunately, there are no specific black list that you can add a phone number to. Perhaps you can find a third party application via Google Play that has this option.
