So, a friend in the UK had this pop-up on his xperia xz, and he has no idea what it is, and I said I would research it and came up short. PLease help!

That's probably a third party app, you can tell him to boot in >>> safe mode if he doesn't experience the same issue then it is indeed a third party app.
