Try to download via wi-fi.Do you have good network coverage?

I have a 3g connection and good connectivity.
I uninstalled updates and removed cache too

Is ur mobile is in roaming network??? Check if it is in roaming then update won't proceed..

Turn off stamina mode.Stamina mode temporarily disable data when your screen is locked...
